Focalization

An exhaustive technical analysis was conducted using databases from the Ministry of Agriculture, IGAC, and Natural Parks. Socialization forums were held at departmental, municipal, and local levels to identify areas with illicit crops, known as "Coca Free Zones."

Participation Requirements

To access the program, families were required to complete total eradication and not replant illicit crops, verified by an external validator. Additionally, they had to attend training workshops that provided social and technical support.

Incentives and Support

The program did not offer subsidies, but rather economic incentives conditioned on compliance with the requirements. These incentives were uniform for all families and were funded through the national budget and international cooperation. Families received bank transfers every two months and participated in productive projects aligned with conservation areas.

Instead of individual approaches, the program fostered collective construction, emphasizing social oversight and active community participation. It promoted savings and responsible resource management, ensuring that women received resources directly.

A total of 4,100,450.58 hectares were intervened, freeing them from illicit crops and maintaining 2,254,000 hectares as coca-free.

Beneficiaries

113,665 families were engaged across six intervention phases, each with specific conditions.

Economic Incentives

Approximately $732,000 million was transferred in incentives to participating families, along with $65,187 million allocated for technical, social, and environmental support.

Savings and Investment

Nearly $194,000 million was facilitated for savings and investment in sustainable productive projects, supporting a total of 1,193 productive initiatives.

Access to Credit

Access to individual and associative credit was promoted, totaling nearly $165,000 million.
